Nazariy Skrypnik: introduction of new digital services of RusAccreditation will allow to reduce business costs and prevent violations by market participants

This was told by the Head of RusAccreditation at the Forum "Technical regulation as an instrument of Eurasian integration", which took place on October 5 via videoconference within the framework of the XIII Russian Business Week, organized by the Russian Union of Industrialists and Entrepreneurs. Nazariy Skrypnik spoke about the main areas of work of the Service in 2020 and noted that the COVID-19 pandemic accelerated the transformation of the national accreditation system.

In particular, the talk turned to the development and implementation of new formats for working with accredited CABs. Under these conditions, the main task of the Service was to remove the burden from business, including from those organizations that were fighting the coronavirus. By the Decree of the Government of the Russian Federation No. 440 dated April 3, 2020, the terms for accredited CABs to pass the competency confirmation procedure were postponed. More than 3 thousand organizations received this delay. The specifics of considering applications for passing the competency confirmation procedure were determined by the order of the Ministry of Economic Development of Russia dated April 15, 2020 No. 229. The changes also affected the conformity assessment procedure - currently all activities were carried out through remote interaction using video conferencing. Inspections of accredited CABs were carried out in exceptional cases and only in agreement with the prosecutor's office.

The work of the national accreditation system is based on FGIS RusAccreditation. The Head of the Service noted that the modernization of FGIS was one of the priority directions of the department's activities. More than 260 certification schemes, 3 thousand product groups, 90% of areas of accreditation, including test methods, had been digitized. The work on launching a configurator of electronic areas of accreditation was actively underway, its implementation is planned for early 2021. There continues the work on filling in all fields in the electronic archive system, setting up analytical tools, studying the issues of connecting a neural network for data analysis, evaluating solutions existing on the market of the Laboratory Information Systems. Work on interdepartmental cooperation is underway. FGIS will receive, for example, information about the work experience of employees. Information at the request of the authorities will be transmitted as quickly and conveniently as possible.

According to the Head of the Service, the implementation of these initiatives would increase the speed of provision of public services, reduce the costs for business for relevant procedures, eliminate many violations, and also create more prerequisites for objective and invisible control over the activities of market participants.
