The government of the Russian Federation approved a draft law on the development of digitalization of the national accreditation system

28 November 2020

The draft law aimed at digitalizing the activities of participants in the national accreditation system will be introduced to the State Duma. The document developed by the Ministry of Economic Development of Russia as part of the implementation of the "regulatory guillotine" mechanism was presented on November 26 at a meeting of the Government of the Russian Federation. The provisions of the document provide for the simplification of work and cost saving for accredited CABs and the introduction of a risk-oriented approach when they pass the competency confirmation procedure. The draft law provides for the possibility to conduct a remote assessment within the framework of accreditation procedures. Such assessment will be carried out in cases established by the Government using video communication. This mechanism is especially relevant recently and will allow an applicant to be assessed for compliance with the accreditation criteria remotely without visiting the place of business. In addition, the draft law expects to simplify the procedure for reducing the scope of accreditation. The Ministry of Economic Development of Russia proposes to give accredited CABs the right to independently make the necessary changes to the register of accredited CABs. This will allow to reduce the administrative costs of accredited CABs, including for the preparation of the necessary documents and their submission to RusAccreditation.
