On Risk Management System in Certification of Children’s Goods

A joint meeting of the Technical Committee for Standardization “Toys and Goods for Children” (TC 181) and the working group on the activities of accredited CABs in the area of conformity assessment of children’s goods at the RusAccreditation Public Council devoted to the safety of children’s goods took place in Almaty (Republic of Kazakhstan) on August 19, within the framework of the international specialized exhibitions “Childhood 2019” and “Children’s Fashion 2019”. The meeting was attended by Advisor to the Head of RusAccreditation Arkady Egorov, Chairperson of TC 181—President of the Children Goods Industry Enterprises Association Antonina Tsitsulina, representatives of state authorities of the Russian Federation, Republic of Kazakhstan, Republic of Uzbekistan, Eurasian Economic Commission, and Russian Export Center, as well as producers of children’s goods.

Arkady Egorov reported about new tools of state control over the activities of accredited CABs in the area of conformity assessment of children’s goods and the prospects of harmonization within EAEU. He noted that both 2018 and the first half of 2019 saw a declining trend in the number of issued conformity certificates for toys. This is related to the special attention of RusAccreditation to the safety of toys and the withdrawal of unfair participants from the market, as well as to the improved quality of conformity assessment, which can be proved by the decreased number of expired certificates.

RusAccreditation is working on the improvement of the model of risk-oriented supervision, providing for the use of quantified indicator references and labor and time input standards for each type of analysis.

Participants of the meeting decided to consider using the risk management system for certification of children’s goods in a pilot mode and to develop a roadmap of the activities of accredited CABs in the area of children’s goods conformity assessment within EAEU.
