RusAccreditation explains the rules for checking goods while purchasing online

Unexpected data began to appear when, due to the coronavirus infection, citizens found themselves in isolation. According to experts, the demand for the purchase of household and electrical appliances has increased.

But it turned out that far from all buyers know how to purchase vacuum cleaners or microwave ovens, as they say, "according to the picture." How should we avoid making mistakes and safely buy a good product of a real manufacturer, rather than a fake one?

Rossiyskaya Gazeta (RG) correspondent contacted RusAccreditation with this question. This federal executive body appeared in our country only in 2011 by decree of the President. RusAccreditation is managed by the Ministry of Economic Development of the Russian Federation.

Its basic authorities are: accreditation of legal entities and individual entrepreneurs, state control over their activities. So no one knows better than this organization how to properly verify the "legitimacy" of a product.

Now, RusAccreditation advises buyers to check the conformity of purchased goods with mandatory requirements. They are documented in the declaration of conformity or in the certificate of conformity. They are available on the services of RusAccreditation.

Then, the buyer has the right to request from the seller, and the seller is obliged to present to the buyer at their request the information about the declaration or the certificate for the offered products. This order is valid not only for the store. The same requirement is applied to online purchase of goods.

The authenticity of the certificate of conformity and its status can be easily checked in the RusAccreditation register of certificates of conformity.

The Agency reminds - electrical appliances and household appliances (with the exception of communication means - telephones, smartphones, the compliance of which with the mandatory requirements takes place in the form of a declaration of conformity of communication means) are subject to confirmation of conformity with the requirements of the Technical Regulations of the Eurasian Economic Union (Customs Union) "Electromagnetic compatibility of technical products" (CU TR 020/2011) “On the safety of low-voltage equipment” (CU TR 004/2011), “On restriction of the use of certain hazardous substances in electrical and electronic equipment" (TR EAEU 037/2016).

A product that meets the requirements of corresponding technical regulations of the Eurasian Economic Union (Customs Union), and has passed the confirmation of conformity procedure, is marked with a unified mark of product circulation on the Customs Union market - the EAC mark.

All certificates of conformity issued in accordance with the requirements of the EAEU technical regulations are subject to mandatory placement in the register of RusAccreditation https://pub.fsa.gov.ru/rss/certificate.

RusAccreditation emphasizes that under the guise of certificates of conformity for products, unscrupulous sellers can provide documents issued "as part of voluntary certification". When checking such documents, it is required to make sure that the provided certificates conform with the established form for confirmation of conformity of a product. Certificates issued within the framework of voluntary certification may have the mark “voluntary certification”, and are not published in the RusAccreditation registers.

The certificate of conformity may have a QR code, which contains a direct link to the certificate information in the registry. When pointing the camera of a mobile phone (smartphone) at a QR code, the buyer will be able to go to the certificate page in the RusAccreditation register (if the device has such functionality).

The buyer should make sure that the manufacturer's information in the register matches the information attached to the product or indicated on the product or its packaging. So, the name of the goods, manufacturer, information about the brand must match. It is required to check the validity of the certificate in the register, on the day of sale the certificate should not be terminated or suspended.

Another condition for buying a legal and safe product is a purchase in a store that is on the list of authorized sellers of the manufacturer. Such stores are listed on the official website of most manufacturers.
